The following key development outcomes have been nominated as part of the strategy:
- Core retail and active street area along Bay Street. Ground floor shops, cafes and restaurants with potential residential development over and above the shops.
- Activation of blank walls areas of the Tweed Mall and encouragement of externalisation of the centre.
- Incorporation of Light Rail route from Gold Coast through the study area.
- Twin Towns Tower #2, Bowls Club site, Tweed Heads Public School (Future consideration), Bay Street (Ford Dealer), Holden Dealership site, Dolphin Hotel, Woolworths (Tweed Mall), Tweed Ultima (former Latitude 28).
- Development of pedestrian friendly zones along Bay Street, encouraging interaction with Jack Evans Boatharbour and further around to Duranbah Beach and along the River.
- Encouragement of mixed use development along Beryl and Enid Streets. Warehouse style with ground floor offices and commercial space and residential components above and behind.
The following broad scale changes were identified as part of the preferred development scenario process. It is thought that the following issues and provisions need to be reviewed in order to facilitate and achieve the land uses, functions and forms contained within the preferred development scenario.
The directions and controls contained within the Gold Coast scheme will have obvious impacts upon the direction of development within the study area, due to its shear proximity. In a real sense there is no divide or separation between Tweed and Coolangatta. Accordingly there should be no obvious change to the form and function of development between the two areas, nor should they obviously compete for the same markets or development. Tweed should concentrate on developing a form of development that complements that established within Coolangatta, with the aim to develop any obvious point of differentiation.
- Need to reconsider current zonings and zone provisions to facilitate changes to land uses in the precinct.
- Need to consider changes to development provisions to facilitate modern design, yet encourage design that is climatically responsive and appropriate for the Tweed Town Centre.

- Height controls
- Setback provisions
- Bonus previsions
- Street scape provisions
- Develop provisions/designs to encourage the retention of character in keeping with the historical context/ land uses of the area.
Develop provisions/designs to preserve the existing building fabric of architectural and heritage value - particularly those that contribute to the area's "sense of place".
