This section summarises the preferred character and components of the precincts within the Tweed town centre.
In reviewing these preferred characteristics, it is important to note the following:
- Most of the characteristics noted reflect existing land uses and activities. In most precincts, no significant changes are proposed.
- Proposed changes are intended to contribute to a viable economic strategy for the town centre. They do not specifically take into account other factors that will also influence the most appropriate strategy. Accordingly, all of the proposed changes will be subject to environmental, planning, technical and public sector assessments and reviews.
- These proposals are intended to provide a framework and direction for further planning. The next stage of the master planning process will recommend changes to the Local Area Plan and other planning instruments to deliver outcomes that reflect the desired strategy.
The Tweed Heads Town Centre has been divided into two geographic areas based on their proposed functions:

The Town Centre Core is the intended geographic and social heart of the town centre area. It is the location that all residents, employers and tourists will visit, and the area of the Town Centre that has the highest intensity of usage.
The proposed Town Centre Core has three components – Bay Street, Stuart Street, Tweed Mall.

The Town Centre Frame encompasses the remainder of areas within the study area that are located outside the Town Centre Core. The majority of precincts within the frame already have established specialised uses and will support and complement the core.

Flagstaff Hill Residential Precinct
