The directions and controls contained within the Gold Coast scheme will have obvious impacts upon the direction of development within the study area, due to its shear proximity. In a real sense there is no divide or separation between Tweed and Coolangatta. Accordingly there should be no obvious change to the form and function of development between the two areas, nor should they obviously compete for the same markets or development. Tweed should concentrate on developing a form of development that complements that established within Coolangatta, with the aim to develop any obvious point of differentiation.
The following broad scale changes were identified as part of the preferred development scenario process. It is thought that the following issues and provisions need to be reviewed in order to facilitate and achieve the land uses, functions and forms contained within the preferred development scenario.
- Need to reconsider current zonings and zone provisions to facilitate changes to land uses in the precinct
- Need to consider changes to development provisions to facilitate modern design, yet encourage design that is climatically responsive and appropriate for the Tweed Town Centre
- Key planning scheme issues for consideration:
- height controls
- setback provisions
- bonus provisions
- street scape provisions
- Develop provisions / designs to encourage the retention of character in keeping with the historical context/ land uses of the area
- Develop provisions / designs to preserve the existing building fabric of Architectural and heritage value -particularly those that contribute to the area's "sense of place".
The economic development strategy completed by Thomas Consultants in conjunction with the planning and urban design input from PLACE Planning & Design has identified a range of different development options and forms for the Tweed area. This includes a development scenario preferred by the project team. This report has reviewed the principal changes and amendments required of the planning framework and legislation to implement the vision and directions contained within the economic development strategy.
Significant additional planning documentation review and revision generally in accordance with the points made within this report will be required in order to realise the full potential of the area. These provisions would be best undertaken as part of a more detailed urban design study and assessment of the study area.
